The Philippine Drug Enforcement Agency

For the period, the PDEA intensified its Advocacy Programs in workplaces,
schools and barangays, and catered to other targeted individuals and organizations.
Workplaces topped the most number of requests for Advocacy Seminars, which have
been attended by 3,637 employees/workers and top level management. Other advocacy
seminars in schools and barangays have reached a total of 3,398 students, 3,240 out of
school youth, 831 barangay and community leaders and 153 persons for other
professional groups.

On Preventive Education, the PDEA has conducted 1,339 lectures on anti-drug
awareness for 133,183 participants; 103 seminars with 8,751 participants, and
distribution of 81,426 information materials on dangerous drugs.

The Department of Foreign Affairs

In support of the plans and programs of the DDB, the DFA organized the Kilos
Laya Laban sa Droga (KILL Droga). A seminar was conducted last November 10, 2004
at the DFA Summit Lounge and attended by DFA personnel in observance of the Drug
Abuse Prevention and Control week.

The Department of Foreign Affairs (DFA) has entered into bilateral consultations
with major nations involved in the international war on drugs by way of the arrangement
of exchange visits between Philippine officials and Thailand’s Office of the Narcotics
Control Board (ONCB). Importantly, the Department has undertaken the monitoring and
the reviving of the implementation of existing agreement with ASEAN nations.

The DFA is actively engaged in multilateral relations by participating in drug
related matters as discussed by organizations such as the ASEAN through the Sub
Committee on Drug Matters. The 25th Meeting of the ASEAN Senior Officials on Drug
Matters (ASOD) was held in Manila on September 21, 2004. Discussions on
Singapore’s Proposal on ASEAN-AFP Training on Total Approach on Illicit Drugs and
Thailand’s proposal on ASEAN Training on Narcotics Law Enforcement were given
emphasis. Meanwhile, the Philippines report seeking funding sources for the project,
“State of the Art Review of Preventive Drug Education on the ASEAN Region” saw
regional accommodation.

The follow-up on ASEAN Cooperation was done exhaustively. It resulted in the
call to order and coordination with dialogue partners and relevant regional organizations
such as the ASEAN-China Cooperative Operations in Response to Dangerous Drugs
(ACCORD) and the ASEAN Inter-Parliamentary Organization (AIPO) Fact Finding
Committee (AIFOCOM) to combat the drug menace.

The Department of Health

On treatment and rehabilitation, the DOH continuously met with various partners
and stakeholders to identify issues and concerns on the current accreditation
requirements developed by the DOH. Treatment standards were reviewed, and
and discussed for the approval of the DDB.

The DOH was able to lobby for the approval of Executive Order 273 transferring
government treatment and rehabilitation centers (TRCs) to the DOH. As a consequence
of which, a Technical Working Committee (TWC) was convened with the DOH as Chair
with the members to include the Department of Budget and Management, Department of
Justice, Department of the Interior and Local Government, KATOTOHANAN Foundation,
PNP and NBI. The TWC met quarterly which resulted in the eventual transfer of all
logistics from the NBI TRCs to the DOH. This will translate to the DOH assumption of
NBI facilities by the 2nd quarter of 2005. DBM already allotted Php 100M for the GAA FY
2005 for the purpose.

DOH visited possible sites for the development of TRCs in 2004. Findings and
recommendations for the establishment and expansion of the TRCs were already
forwarded to the DDB, DBM, and the National Anti-Poverty Commission. Unfortunately,
no funding was made available in the said year.

On Prevention and Promotion, the Department of Health has disseminated
information on substance abuse and related mandates during activities held by partner
agencies. Among which are the following: Philippine Christian Women Temperance
Union Society Symposium (target audience: Philippine National Police and Parole and
Probation Administration), Society of Adolescent Medicine of the Philippines Convention,
Ateneo de Manila University PTA and Board Meetings, Department of Education Health
and Nutrition Convention, Adolescent Health Annual Symposium and other various
meetings.

The DOH came up with the Substance Abuse Communication Plan, which was
presented to the Land Transportation Office, the PNP, the National Bureau of
Investigation, and the PDEA and submitted to McCann Erickson for the perusal of the
DDB.

Regarding the interventions on drug testing, the DOH conducted random drug
testing at the Department of Education, Department of Social Welfare and Development,
and the National Youth Commission. All those randomly selected during the said testing
activities tested negative.

A series of meetings were held for the yearly review of the Drug Testing
Accreditation Standards and the Manual for Operations. Recommendations were
developed for the approval of the DDB. The DOH also managed to draft the
confirmatory procedural standards for approval of the Board.

The Department accredited 1,188 drug-testing laboratories in 2004, which
included 43 government laboratories providing services at a lower cost. The DOH has
also established the National Reference Laboratory (NRL) in East Avenue Medical
Center. The NRL is the office in charge of conducting proficiency testing (conducted
already in 100 pilot drug testing laboratories) as well as technical evaluation of drug
testing kits available in the market. In 2004, it has undertaken 25 nationwide trainings
for analysts and 7 trainings for heads of the Laboratory where 396 laboratory heads
(mostly pathologists and physicians) and 1,669 analysts (medical technologists and
chemists) participated. The trainings were done in cooperation with the Philippine

Association of Medical Technologists (PAMET) and the Philippine Society of
Pathologists (PSP) to increase the pool of qualified laboratory personnel all over the
country.

The DOH was able to distribute yellow prescription pads and procure 15,000
booklets as mandated by RA 9165. The new pads bore the seal of the DOH. These are
carbonized and exhibit new security features not found in the old pads. These pads can
be bough in all DOH regional offices as well as selected DOH hospitals.

The Department of Social Welfare and Development
For its part, the Department of Social Welfare and Development conducted the
authorized drug testing of its officials and employees. The Agency has also
implemented the pilot testing of the Special Drug Education Centers (SDEC) and the
Family Drug Abuse Prevention Program (FDAPP) in selected area as follows:

a. Special Drug Education Centers (SDEC) – Pasay City

- Conducted continuous monitoring and provision of technical
assistance on the development of a resource center for the youth;

- Organized youth groups as beneficiaries of the Center; and

- Conducted training on Leadership Capacity and Character Building on
November 18-20, 2004 at Batangas City. It was attended by 40
participants composed of out-of-school youth who are from the AHON
Center and social workers. The training included discussion on the
issues on drug abuse prevention among children and youth.

b. Special Drug Education Centers (SDEC) – Legaspi City

- Conducted training of trainors to the SDEC implementors on
November 24-26, 2004. The support of the CADAC and the BADAC
were confirmed during the training. Likewise, action plans were
formulated in the implementation of the project.

- Conducted MOA signing and launching of the SDEC on October 8,
2004 formalizing the partnership of DSWD, NYC, DILG, and the LGU
the project implementation; and

- Conducted orientation workshop in the implementation of the SDEC
on October 6-7, 2004 at Legaspi City. The training was participated in
by the national government agencies and NGOs. The orientation
included the presentation of RA 9165 and the SDEC guidelines per
Board Regulation No. 2.

c. Family Drug Abuse Prevention Program (FDAPP) – Davao City

- Conducted Orientation Workshop on Family Drug Abuse Prevention
Program in Davao City on December 14-16, 2004. It was participated
by 120 participants composed of brgy. captains/kagawad, barangay
Human Rights Action Officers and Social Workers. As a result of the
workshop, support of the Brgy. Council was solicited in terms of
organizing the Family Council and mobilization of volunteer groups as
strategies in advocating and implementing the project.

The DSWD also conducted technical lecture on Drug Abuse Prevention through
the SDEC during the Regional Life Skills Development Summit in Bacolod City on
December 1, 2004 where 500 Pag-Asa Youth Association of the Philippines (PYAP)
members throughout Region VI participated.
With regard to advocacy and information/education activities, the Department
has:

- Developed a media campaign plan against drugs in accordance with the
DSWD mandate;

- Participated in the conduct of the Lakbay Kontra Droga 2004, specifically
its Central Office and Field Offices, simultaneously with the 16 regions on
February 16-22, 2004. The specific contributions included the following;

• Acceleration of information dissemination on Special Drug
Education Center (SDEC) and Aftercare Services;

• Mobilization of groups to join the program in stopover
points. These include the Pag-Asa Youth Association of
the Philippines (PYAP); Women’s Group, Day Care
Children, Older Persons, Children in Conflict with the Law,
etc.;

• Hanging of streamers in the Regional Offices; and

• Sharing of testimony of a former drug dependent from the
Regional Rehabilitation Center for Youth and from a parent
who had a former drug dependent family member.

- Participated in the nationwide observance of the Drug Abuse Prevention
and Control Week in November 14-20, 2004. Activities included hanging
of streamers, conduct of fora on Drug Abuse Prevention, radio guestings,
advocacy of drug prevention and mobilization of the Pag-Asa Youth
Association (PYAP) in the drug abuse prevention activities.

The Department of Labor and Employment

The DOLE, through the Occupational Safety and Health Center (OSHC),
conducted lectures, seminars and assisted private companies, professional
organizations and local government offices benefiting more than 850 companies and
several industry and professional organizations. The regional offices of the DOLE have
integrated drug abuse prevention and control and the Department Order 53-03
(Guidelines on Policies and Programs on Drug-Free Workplaces in the Private Sector) in
their technical visits and inspection activities to industries. These trainings and programs were conducted in Metro Manila, Ilocos Norte, Palawan, Cebu, Bataan, and Cagayan De Oro.

The OSHC has a radio program (“Trabaho”) aired on DZRV every Monday at
9:00 AM. Drug abuse in the workplace has been discussed in the radio program.
Topics on workplace drug issues have also been integrated in some episodes of radio
dramas every Saturday at 4:30 – 5:00 PM. Radio stations around the Philippines such
as DYDD, Bombo Radyo and DYCB in Cebu, and DWEE in Pampanga, have also
received and aired copies of the radio dramas. Several organizations, such as the
Filipino-Chinese Chamber of Commerce, distributed among its members these dramas
for airing in their workplaces.

The RA 9165 and its IRR, the DOLE DO 53-03, and other topics on drug abuse
have been posted on the websites of the DOLE and OSHC. The DOLE also produced
and distributed posters and brochures to its clients.

On capability building in recognizing, evaluating, managing and referral of drug
and drug-related problems in the workplace, the DOLE-OSHC, in partnership with the
Task Force on the Prevention and Control of Substance Abuse in the Workplace, has
completed a training module, “Assessment Team of Companies.” The module has been
integrated in the drug-free workplace manual developed in 2003 while the training of
trainors on the specific module will be done in early 2005.

Regarding the field of research, the DOLE-OSHC is conducting a continuing
study on workplace responses against drug abuse. Of the 116 company respondents,
46% indicated that they have implemented policies and programs on drug abuse.
However, companies without policies have indicated their intention to implement policies
and programs in the near future as mandated by DOLE DO 53-03.
There is a need to strengthen the advocacy and information dissemination
campaign to reach out to more companies. There is also a need to enhance the
capability of partners and other stakeholders to help assist the government in the
workplace campaign.

As to the matter of technical assistance to other government agencies, the DOLE
assisted the Department of Education in the development of the training module for
guidance advisers on drugs. It also drafted the safety and health guidelines for law
enforcers during on-site investigation of clandestine laboratories and warehouse.

The DOLE actively participated in the nationwide Lakbay Kontra Droga in
February 2004. Several activities were implemented in the different regions of the
country such as training courses and radio/tv discussions in Baguio City.
Regarding policy concerns, the DOLE is looking into certain issues that were
raised during consultations with workers and employers. One of these is the minimum
number of workers required to undergo random drug testing in a span of one year. The
DOLE have submitted to the House Committee on Dangerous Drugs its position paper
on this provision along with other issues for discussion for the possible amendments of
RA 9165 taking into consideration the concerns raised by stakeholders.

The National Youth Commission


The National Youth Commission undertook/participated in the following activities
in Region X, specifically at the Xavier University, Liceo de Cagayan University, Cagayan
de Oro College, and Cagayan Capitol College, in coordination with other government
agencies, local government units, and school organizations:

- Advocacy campaign/lecture on anti-drug abuse through the Local Youth
Development Planning Workshop in Marawi City on 28-29 February 2004;

- Seminar-Workshop on Legislation Affecting Students on 10 March 2004;

- Training Workshop in the Implementation of the Special Drug Education Center
on 15-16 March 2004;

- National Congress of the Philippine Association of Administrators of Student
Affairs (PAASA) on 21-24 April 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program Butuan Area Encounter
on 18-20 May 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program Surigao City Area
Encounter on 24-26 May 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program Davao City Area
Encounter on 22-24 June 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program City Area Encounter on
28-30 June 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program Cagayan de Oro City
Area Encounter on 26-28 July 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program Dipolog City Area
Encounter on 17-19 August 2004;

- Kabataan sa Mindanao Natin Peace Advocacy Program ARMM Area Encounter
in Zamboanga City on 27-29 August 2004; and

- Kabataan sa Mindanao Natin Peace Advocacy Program ARMM Area Encounter
in Cotabato City on 27-29 September 2004 and

- Kabataan sa Mindanao Natin Peace Advocacy Program General Santos City
Area Encounter on 01-03 October 2004.

The KATOTOHANAN Foundation


The KATOTOHANAN Foundation, through DDB Regular Member representing
the NGOs, Ambassador MIGUEL PEREZ-RUBIO, engaged in activities in pursuit of their
continuing campaign against dangerous drugs like radio guestings, advocacy
campaigns, linkaging, and coordination. These include the Lakbay Kontra Droga
campaign, the establishment of links with the Daytop International to enable it to conduct
a Therapeutic Community (TC) training in the Philippines, among others. A major
accomplishment of Amb. PEREZ-RUBIO was his request for Daytop International to
conduct a training campaign on the TC, which shall be funded by the US State
Department so that the Department of Health may institute a comprehensive TC
counseling methodology in the government-run rehabilitation centers.

Department of Education


For 2004, the Department of Education has accomplished the following activities
for the implementation of R.A. 9165:

1. Coordinated/Participated in the Planning and Conduct of the Lakbay Kontra
Droga 2004 Caravan in Luzon, Visayas and Mindanao on 16-20 February 2004.

2. Developed Drug Abuse Prevention Instructional Materials for the Secondary
Level held at Richville Hotel, Mandaluyong City on 18-24 April 2004.

3. Put-up exhibit and participated in the National Consultation on Drug Abuse and
Narcopolitics held at Cebu City on 25-27 June 2004.

4. Teachers and students participated in the celebration of International Day
Against Drug Abuse and Illicit Trafficking held at the Occupational Health and
Safety Center, Quezon City on 26 June 2004.

5. Conducted Random Drug Testing among secondary students in 17 public and
private schools per region.

6. Conducted writeshop “Integrating Life Skills in the Support Instructional Materials
on Drug Education” in the elementary and secondary level on 14-20 August
2004 at Richville Hotel, Mandaluyong City.

7. Drafted Training Manual on Drug Intervention in schools with member agencies
of the Demand Reduction Committee on 27-28 October 2004 at Occupational
Health and Safety Center, Q.C.

8. Elementary and secondary schools observed the celebration of Drug Abuse
Prevention and Control Week on 14-20 November 2004.

9. Printed and distributed the following materials

• Support Instructional Materials for Drug Education at the Elementary Level
– 10,000 copies

• Life Skills for Drug Education in Schools Manuals: A Training for Teachers
– 4,000 copies

• Drug Abuse Prevention on Scouting Kit (DISK) Modules – 5,000 copies

10. Provided funds to all regions for the conduct of Regional Planning Workshop on
the National Drug Education Program and for the monitoring of NDEP
Implementation for CY 2004 as follows.

11. Participated as writer during the Workshop on the Development of a Training
Manual on Life Skills for Youth on Drug Abuse Prevention held in Colombo, Sri
Lanka on 15-19 March 2004.

12. Attended the weekly/monthly meetings of the:

• Inter-agency Committee on DAP Meeting – once a month
• Demand Reduction Committee Meeting – twice a month
• Dangerous Drugs Board Meeting – 4x a month (every Friday)
• ASEAN Training Center on Prevention Drug Education – once a month

COMMISSION ON HIGHER EDUCATION


1. Policy/Program Development

• Initiated the integration of the concern on Dangerous Drugs Prevention and
Control in the Civic Welfare Training Service (CWTS) component of the
National Service Training Program

• Drafted the Program of Instruction (POI) on Dangerous Drugs Prevention and
Control and presented to the DDB for comment and discussion

• Drafted the Proposed Guidelines on the Conduct of Drug Testing for Officials
and Personnel of CHED and all Higher Education Institutions

2. Advocacy/Information and Communication Activities

• Conducted the National Conference-Workshop on Capability Enhancement
Program for the National Service Training Program (NSTP) Coordinators and
Implementors in Higher Education Institutions (HEIs) wherein Dangerous
Drugs Prevention and Control issues and concerns were
presented/discussed. The output of the workshop was a design on framework
for the instructional modules on drug education for tertiary level students.

• Prepared/printed flyers on Random Drug Testing (RDT) as
advocacy/information materials and disseminated to college students of HEIs.

• Disseminated to CHED regional Offices the Guidelines on the conduct of
Random Drug testing for Tertiary Level Students.

• Participated in the Lakbay Kontra Droga 2004 Program in coordination with
the CHED Regional Offices.

• Served as Resource Person on the “Integration of Dangerous Drugs
Prevention and Control in the Tertiary Education Curriculum” particularly at
the University of Northern Philippines, Vigan, Ilocos Sur and participated in
the “Lakbay Kontra Droga sa Eskwela”.

• Participated in the operationalization of the program on “Lakbay Kontra Droga
sa Eskwela” particularly at the De La Salle University and the conduct of a
Voluntary Free Drug testing of college students.

• Prepared project proposal on the preparation of a design for modules on drug
education for college students.

3. Monitoring and Evaluation

• Initiated the preparation of a survey instrument for the monitoring of HEIs on
the implementation of RA 9165.
