VISION

A drug-free Philippines that is safe and prosperous, through a dynamic and responsive partnership between the government and society contributing towards global efforts to eradicate drug abuse.

MISSION

To eradicate the illicit supply of, and demand for, dangerous drugs and precursor chemicals; and to promote regional and international cooperation in drug abuse prevention and control, so as to attain an environment that is safe, prosperous and drugfree, thereby contributing to the overall global efforts against drug abuse and illicit trafficking.

MANDATE

The Dangerous Drugs Board (DDB) is the country’s primary agency that is mandated and tasked to plan and formulate policies and programs on drug abuse prevention and control, pursuant to Section 77, Article IX of Republic Act No. 9165, otherwise known as the “Comprehensive Dangerous Drugs Act of 2002”. The Board, which is a multi-disciplinary body, is composed of seventeen (17)Members; three (3) of which are Permanent Members, twelve (12) Ex-Officio Members, and two (2) Regular Members. Its Chairman is appointed by the President of the Philippines from among the three (3) Permanent Members, with a rank of Secretary.

The Board, as an agency, is composed of a Secretariat headed by an Executive Director with the rank of Undersecretary, and assisted by two (2) Deputy Executive Directors, for Administration and Operations, who hold the rank of Assistant Secretaries.

DEVELOPMENTS AFFECTING THE COMPOSITION OF THE DANGEROUS DRUGS BOARD

THE BOARD PROPER

Last July 2004, then Dangerous Drugs Board (DDB) OIC Chairman, Hon. JOSE D. LINA, JR., who was concurrently the Secretary of the Department of the Interior and Local Government (DILG), left the government service. Consequently on 27 September 2004, Her Excellency President GLORIA MACAPAGAL ARROYO appointed on an Acting and concurrent capacity, the new Secretary of the Interior and Local Government,

Hon. ANGELO T. REYES, as Chairman of the Board.

Undersecretary BERNARDO T. LASTIMOSO, one (1) of the two (2) Permanent

Members, left the Board on 16 September 2004 after completing his two (2) year term of office. The said post remains vacant up to the publication of this Report.

The other twelve (12) ex-officio members who regularly attend meetings of the

Board are the following:

Usec. RAMON J. LIWAG of the Department of Justice;

Usec. JADE F. DEL MUNDO of the Department of Health;

Usec. RAFAEL M. SANTOS of the Department of National Defense;

Usec. EMMANUEL P. BONOAN of the Department of Finance;

Usec. MANUEL G. IMSON of the Department of Labor and Employment;

Usec. WENCELITO T. ANDANAR of the Department of the Interior & Local Government;

Usec. LOURDES G. BALANON of the Department of Social Welfare and Development;

Usec. RAFAEL E. SEGUIS of the Department of Foreign Affairs;

Usec. RAMON C. BACANI of the Department of Education;

Comr. HADJA LUNINGNING MISUAREZ-UMAR of the Commission on Higher

Education;

Chairman PAOLO BENIGNO A. AQUINO IV of the National Youth Commission; and

Dir. Gen. ANSELMO S. AVENIDO, JR. of the Philippine Drug Enforcement Agency

Undersecretary ANTONIO S. LOPEZ of the Department of Health (DOH) used to

sit in the Board as the duly designated representative of the Secretary of Health until his retirement from government service on 23 December 2004. He was replaced by Undersecretary JADE F. DEL MUNDO.

Undersecretary ANTONIO C. SANTOS was the representative of the Secretaryof National Defense in the Board until his replacement by Undersecretary RAFAEL M. SANTOS.

The Meetings of the Board likewise saw the attendance and participation of its two (2) Regular Members, ATTY. LUCITO A. TAN of the Integrated Bar of thePhilippines, who took over from Atty. JAIME M. VIBAR, and Ambassador MIGUEL A. PEREZ-RUBIO representing the Non-Government Sector in the Board; as well as its Permanent Consultants, National Bureau of Investigation (NBI) Director, Gen. REYNALDO G. WYCOCO (Ret.), represented by Dr. IDABEL R. PAGULAYAN, and Philippine National Police (PNP) Chief, Police Director General EDGAR B. AGLIPAY, represented by Police Senior Superintendent ANTONIO D. NAÑAS.

THE BOARD SECRETARIAT

The Executive Directorship of the Board had experienced a number of changes during the year. First was the resignation from government service on 05 January 2004 of Undersecretary EFREN Q. FERNANDEZ, who sought an elective post during the last elections. Assistant Secretary ROMMEL L. GARCIA, MD, MPM, Deputy Executive Director for Administration, was designated as OIC-Executive Director in a concurrent capacity to temporarily take over the reins of control of the DDB Secretariat while awaiting the appointment by the President for a replacement of Undersecretary FERNANDEZ. On 24 February 2004, Undersecretary JOSE C. CALIDA was duly appointed by the President as Executive Director of the Board. He, however, resigned from the government service on 02 November 2004 to return to private practice.

Undersecretary EDGAR C. GALVANTE, DDB Permanent Member, was thereafter designated in a concurrent capacity as DDB OIC-Executive Director vice Undersecretary CALIDA.

Assistant Secretary ROMMEL L. GARCIA, MD, MPM, continued to hold office as the Deputy Executive Director for Administration. Mrs. MAE A. UNITE, R.Ph.; MS. Ph., of the DDB Secretariat assumed the position of Deputy Executive Director for Operations in an acting capacity when Mr. ROMEO J. SANGA retired from the government service. With the transfer of the main functions on treatment and rehabilitation and regulatory compliance, seven (7) employees of the former DDB Treatment and Rehabilitation Division (TRD) and twelve (12) from the old DDB Control, Regulation and Intelligence Division (CRID) were detailed to the Department of Health (DOH) and

Philippine Drug Enforcement Agency (PDEA), respectively, while awaiting their eventual transfer thereat.
