if subsequently eligible, to bid for:

DDB UNIFORMS CY 2010

Prospective Bidders are requested to submit designs and prototypes. Bidders should have experience in undertaking a similar project within the last two (2) years with an amount of at least 50% of the proposed project for bidding and have key personnel and equipment available for the implementation of the project. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post qualification of the lowest calculated bid shall be conducted.

All particulars relative to Eligibility Statement, Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post Qualification and Award of Contract shall be in accordance with provisions of RA 9184 and it’s implementing rules and regulations.

Interested Bidders may obtain a complete set of Bidding Documents starting November 17, 2009, upon payment of a non-refundable amount of One Thousand Pesos (P1,000.00) from the BAC Secretariat.

Bidders shall submit their bids in two (2) separate sealed envelopes ( 1st envelope – technical and eligibility documents; 2nd envelope – financial documents), which shall be submitted simultaneously to the BAC Secretariat, Dangerous Drugs Board, 3/F PDEA Building, NIA Road, Q.C., not later than 9:00 A.M. on November 27, 2009. Opening of bids is set on the same day at 10:00 A.M. in the DDB Conference Room. The official time shall be based on the wall clock located at the DDB Conference Room. Please indicate in your quotation/s the corresponding Solicitation No. and Reference No. found in the G-EPS Notice of Abstract

The DANGEROUS DRUGS BOARD reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.

PUBLIC BIDDING FOR
JANITORIAL SERVICES CY 2010

The DANGEROUS DRUGS BOARD, through its National Budget for CY 2010, intends to apply the sum of ONE MILLION THREE HUNDRED THOUSAND PESOS (Php1,300,000.00) for the Public Bidding of JANITORIAL SERVICES CY 2010, being the Approved Budget for the Contract (ABC).

The DANGEROUS DRUGS BOARD now invites sealed Bids from eligible bidders for the said requirement. Bids received in excess of the ABC shall be automatically rejected at the Bid Opening. Interested bidders must have been in the business for at least three (3) consecutive years prior to the advertisement and/or posting of the Invitation to Apply for Eligibility and to Bid (IAEB).

Interested bidders should be enrolled to the Electronic Filing and Payment System (eFPS) program of the Bureau of Internal Revenue (BIR), pursuant to Executive Order No. 398, RR3-2005, and must be registered under the Philippine Government Electronic Procurement System (PhilGEPS).

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act, and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only bids from bidders who pass the eligibility check will be opened. The process for the eligibility check is described in the Instructions to Bidders (ITB), Section III of the Bid Documents. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

Interested Bidders may obtain further information from the DANGEROUS DRUGS BOARD, inspect and/or purchase the Bidding Documents upon payment of a non-refundable fee of One Thousand Five Hundred Pesos (Php1,500.00) at the address given below beginning November 17, 2009.

The Bidding Documents shall be received personally by the prospective bidder or his authorized representative.

Bids and eligibility requirements must be delivered to the address below on or before December 17, 2009 at 9:00 AM. LATE BIDS will no longer be accepted by the BAC. All Bids must be accompanied by a Bid Security in any of the following form and amount:
