Preventive Education

The DDB has a significant role in helping attain the Filipinos’ collective societal vision. All of the agency’s efforts falling under its drug demand reduction and civic awareness and response pillars accomplish the tasks set to initiate anti-drug abuse advocacies and information campaigns.

Preventive education programs all seek to discourage users and impending abusers from experimenting with illicit substances or continuing to abuse them. It is a subset of drug demand reduction. These strategies complement the approaches employed in reducing consumer demand for controlled substances. The Board utilizes policies and programs which seek reduction of desire to obtain and use illegal drugs.

Training, Seminars, Campaigns and Advocacies

Empowering Stakeholders to Become Catalysts
Community outreach programs and advocacy programs are constantly conducted in different key settings such as schools, communities, and workplaces. During these activities, members of the DDB staff serve as resource speakers orienting the participants on the country’s drug abuse problem, the ill effects of drug abuse and the legal consequences of being involved in illegal drugs activities.

Several projects falling under preventive education may also be categorized as capability-building programs, in the form of either a seminar or training. These activities seek to develop skills among participants which, in turn also help them shun drug dependency; improve their preventive education practice and implementation of their tasks per the Comprehensive Dangerous Drugs Act.

Programs for the Youth

DDB Youth Leadership Training
This preventive education program is an offshoot of the consultation with community-based organizations involved in drug abuse prevention. It aims to create a cadre of leaders who lead anti-drug abuse campaigns. The institutionalization of this program is still looked into given that the program participants from its pilot implementation sessions have started to implement their action plans efficiently in their respective communities.

Barkada Kontra Droga (BKD, Peer Groups Against Drugs)
As an effective peer-based preventive education and information program to counter the dangers and ill effects of drug abuse, the Board has institutionalized the BKD program in order to enlist the participation of more in and out-of school youth, and eventually organize them into a movement of young people who are catalysts within their peer groups in advocating a healthy, drug-free lifestyle.

National Youth Congress on Drug Abuse Prevention and Control
This annual three-day live in Congress is designed to provide an open and comfortable atmosphere for fun, real work and innovative strategic planning to address the drug problem in the respective localities of the youth participants. A team of anti-drug advocates and facilitators provide participants the opportunity for positive discussions/dialogues, structured learning activities, workshops, and inputs. The team approach is employed throughout the congress to foster teamwork, learning, camaraderie and harmonious relationship of youth delegates.

National Drug Education Program (NDEP)
This program which is currently implemented in elementary and secondary schools, in cooperation with DDB-member agency DepEd, entails five components – curriculum and instruction, co-curricular and ancillary services, teacher and staff development, parent education and community outreach, and research, evaluation and monitoring – which is comprehensive in nature and provides a holistic approach to the problem of drug abuse. It was designed to enable all sectors to work collaboratively, with the school system as the core, thereby, unifying all sectoral endeavors.

Drug Abuse Prevention Program for Out-of-School Youth
This program aims to design a responsive livelihood project dedicated for Out-of-School Youth in cooperation with the Department of Social Welfare and Development (DSWD) and the Technical Education, Skills Development Authority (TESDA).

Seminar on Drug Abuse Prevention Program for Scout Masters and Scout Leaders
This is a three-day training program for Scoutmasters and Leaders which aims to integrate drug abuse prevention in the scouting program.

National Seminar Workshop for College Student Leaders on Drug Abuse Prevention Education
This is a three-day seminar-workshop aimed at intensifying initiatives against substance abuse among college student leaders who will become partners in strengthening and mobilizing student organizations to incorporate and sustain in their general plans of action, various initiatives relative to drug abuse prevention education.

Project STAND – “Street Artists: No to Drugs”
This is a primary prevention program under the Civic Awareness and Response strategy of the DDB designed to create awareness on the drug abuse problem and generate social response on its prevention and control.

Inter-School Stage Play Competition
This is a one-day competition involving student artists and performers in depicting stage plays that are relevant to the present drug situation or condition based on a given theme.

Objectives of this events are to provide the youth with a creative outlet for their enthusiasm and energy for them to be less prone to experiment with dangerous drugs and to enhance their talents through performing arts.

Programs for Children

Drug Abuse Resistance Education (DARE) Program
The Drug Abuse Resistance Education Program (DARE) is being enhanced to complement the implementation of NDEP. DARE offers a variety of activity-oriented techniques which are designed to encourage student-generated responses to problem-solving situations, specifically on drug abuse. This is being implemented in collaboration with the Philippine National Police.

Kids Against Drugs Program
To bring the anti-drug advocacy to the children, the DDB participates in the annual celebration of the Children’s Month every October. The DDB conducts the Kids Against Drugs program, a primary prevention activity that aims to inculcate the skills of “Saying ‘No’” to children as a firm foundation for preventive education.

Self-Discovery Seminar for Kids
This is a two-day program which aims to create self-awareness among kids and also elicit their leadership qualities so as to take responsibility for creating positive attitudes in their lives.

Programs for Parents

Systematic Training for Effective Parenting (STEP)
To help parents deliver their roles on drug abuse prevention, the DDB conducts Seminar Workshop on Systematic Training for Effective Parenting. This is a three-day activity which aims to enhance participants’ knowledge on responsible parenthood and reprise them on their role in drug abuse prevention. This seminar-workshop is designed for parents to demonstrate and appreciate their role on drug abuse prevention and control.

Parent-Youth Resource Against Drug Abuse (PYRADA)
This is a two-day seminar is designed to organized a well-informed parent and youth resource against drug abuse. Objectives are to provide family members with knowledge on the dangers of drug abuse and enhance competencies to resist the temptations of drug abuse and encourage and motivate family members to become actively involved in drug abuse prevention activities.

Drug Abuse Prevention Program for the Families of Overseas Filipino Workers
This is a one-day activity for overseas contract workers and their families to be aware of the hazardous effects of drug abuse and learn some ways of preventing the use of it.

Programs for Different Sectors

Life Skills Training
This training aims to train a core group of trainers in the development of life skills of various target groups in drug abuse prevention. It is usually designed as three-day training on Life Skills and BKD orientation to enhance the capacities of the participants to face life’s pressures and resist drugs.

Seminar Workshop on Dangerous Drugs Law for Judges, Prosecutors, and Law Enforcers
To address the problems on dismissal of drug cases and operations lapses, the DDB convenes judges, prosecutors and law enforcers in a three-day seminar workshop. This initiative aims to further coordinate and integrate the over-all efforts of the criminal justice system especially in the field of prosecution and investigation.

Seminar on Board Regulation Updates, RA 9165 for Doctors, Pharmacists and Allied Professionals
Following its mandate to enjoin all stakeholders especially in preventing the illicit use of dangerous drugs and diversion of controlled precursors and essential chemicals, the DDB conducts a one-day seminar which aims to inform the participants of Board Regulation Nos. 3, 6 and the recent regulations regarding dangerous drugs used therapeutically in the medical fields, especially among Pharmacists, Doctors and Allied Professionals.

Drug Abuse Prevention Seminar in the Workplace
The Board has implemented seminars that aim to increase the awareness of the employees and the top level management on the detrimental effects of drug abuse in the workplace. The topics on substance abuse have been incorporated in the regular safety and health training programs to encourage more companies to put up their own policies

Drug Abuse Prevention Program for the Transport Groups
This is a primary prevention activity involving the public transport groups designed to ensure the safety, well-being of the commuters and pedestrians by having drug-free transport personnel. Cooperating agencies are the DDB, DOLE, DOH, PDEA, LTFRB, LTO, and the Philippine Global Road Safety. It seeks to reduce the incidence of drug related vehicular accidents, promote public order and safety on the streets; and organize anti-drug patrol among drivers and other transport personnel.

Inter-Faith Based Programs on Drug Abuse Prevention Education
This program was conceptualized based on the belief that spirituality works as an intervention strategy among drug dependents and as a powerful weapon on drug abuse prevention. It was designed to establish an Interfaith Council on DAP.

Forum on Lifeskills Enhancement for Business Process Outsourcing (BPO) Companies
This is a one-day forum for Human Resource Personnel of various BPOs aimed at creating awareness on the dangers of drug abuse and illicit trafficking. This information drive and capacity building program is a call to promote healthy and drug-free lifestyle among Business Process Outsourcing workers in the Philippines.

Training of National Service Training Program (NSTP) Implementers on Drug Abuse Prevention Education
A training program which aims to promote the anti-drug abuse advocacy through providing information on the extent of the country’s problem on drugs, government efforts to address the problem, salient provisions of the drug law, ill effects of drugs and current youth prevention initiatives.

Objectives are to provide opportunity for continuing in service training to teachers on the effective utilization of support instructional materials and teaching strategies on drug education to ensure proper delivery of the program; and to encourage deeper participation among mentors on drug education, prevention and control programs.

Integration of Drug Abuse Prevention and Treatment in the Primary Health Care Program
This is a project being implemented by community health centers integrating drug abuse prevention in the Primary Health Care Program. It complements treatment and rehabilitation services after the clients release from the rehabilitation centers.

Strengthening Barangay Anti-Drug Abuse Councils
This is a two-day activity aimed at upgrading the knowledge and skills of barangay leaders and utilize them as anti-drug advocates.

Continuing Seminar on Anti-Illegal Drug Operations and Investigation
This is a five-day training live-in training that aims to enhance the knowledge and skills of participants to effectively and efficiently conduct anti-illegal drug operations.

Training of Trainers on the Universal Prevention Curriculum (UPC) for Substance Use
This is an eight-day live-in training program consisting of two curricula: Curriculum 1 - Introduction to Prevention Science and Curriculum 2 - Pharmacology and Physiology for Prevention Specialist. The training is for the preventive education workers designed to enhance their knowledge and competencies in planning, implementation, monitoring and evaluation of evidence based practices in the area of substance use prevention.

Drug Abuse Prevention Program for Senior Citizens
This is a one-day activity for elderly/senior citizen for them to be aware of the hazardous effects of drug abuse and its prevention and control.
