While the Dangerous Drugs Board (DDB) acknowledges the Commission on Audit (COA) Report on the unliquidated balances of financial assistance given to Treatment and Rehabilitation Centers, National Government Agencies and some Non-Government Organization, we would like to clarify that as of August 2016, at least 54 Million has already been liquidated from the reported 189 Million balance as of December 2015.
Moreover, at least 74 Million of this amount are releases made in the 4th quarter of December 2015 (October-December) to 1st quarter of 2016 (January-March) and are meant for the construction of facilities. The DDB understands that it would take time before the TRCs can complete the construction and file the liquidation report on funds granted to them.
On our records, only 60 Million in funds is due for liquidation by partner agencies and the DDB has been continuously calling on the attention of beneficiaries of these funds. We are already in touch with the COA and have sent demand letters to agencies that received the fund.
It should also be noted that the DDB allocates the funds in tranches which usually takes LGUs or agencies about one to two years to construct the facilities and another one to two years to fully liquidate.
Rest assured that the DDB under the Duterte administration, will continue to monitor these funds that are meant to improve treatment and rehabilitation efforts in the country and ensure that proper administrative and accounting procedures are observed.
